![]() This reality also touches the public service. By 2020, Gartner estimates that 80% of organizations will start to roll out data literacy initiatives to upskill their workforce (Gartner 2018). Data literacy is often described as a critical skill for the 21st century (Bryla 2018). To unleash that power, employees require the skills to derive meaningful insights from data. More and more organizations are discovering the power of data in improving the delivery of products and services to clients, better managing their workforce, and deriving meaningful insights from their data resources. Existing approaches to measuring data literacy-from self-assessment tools to objective measures, and from individual to organizational assessments-are discussed in this report to inform the development of an assessment tool for data literacy in the Canadian public service. However, it is gaining increasing recognition as a vital skillset in the information age. Data literacy, or the ability to derive meaningful information from data, is a relatively new concept. These are based on the existing literature and current practices around the world.
